The 50th U.S.-ROK Security Consultative Meeting (SCM), held on October 31, 2018 between U.S. Secretary of Defense James Mattis and ROK Minister of Defense Jeong Kyeong-doo, provided the first opportunity for top-level military consultations between the two countries following the signing of the Inter-Korean “Agreement on the Implementation of the Historic Panmunjom Declaration in the Military Domain.”

Although it’s quite unlikely that Kim is willing to fully denuclearize, his reluctance so far to make meaningful concessions does not necessarily indicate that he hasn’t made the shift that Trump and Moon claim. Even if he is willing to denuclearize, it would be logical for him to approach the United States—a longtime adversary—and South Korea with caution. He would want to do as little as possible at the outset in order to retain his negotiating leverage.

Across the United States, children are being denied loving, safe homes because some faith-based child welfare agencies are turning away eligible LGBTQ adoptive and foster parents.
